“Overwhelmed by carpark plan flaws”
Northern Beaches Council Administrator Dick Persson made the comment following the release of the independent experts reports into the plan by the previous Manly Council to build a car park under Manly Oval. He also said he was “surprised at how overwhelming the problems were”.
The independent assessments were done by Ernst & Young and Value Network following my presentation to Council on the considerable problems the project faced. They agreed the cost of the car park was “significantly underestimated” and proposed revenues were over inflated by out of date figures.
Value Network also commented that “Our review did not identify a single document which could be said to constitute a business case…whilst some documents provided relevant material, there were significant shortcomings to the extent that it can be said that no business case exists”.
The project has been cancelled by Northern Beaches Council and I appreciate the opportunity to have been able to spend time with Ernst & Young and Value Network in providing input into their reports.

DIVVY
In December 2016, the Board of DIVVY commissioned ParkScience to undertake a review of their business and business model and provide recommendations on how they can continue the transformation of this tech start up into a mature business.
It was a very different role for ParkScience as the emphasis was not so much on the pure parking side of the business, but closer to what a management consultant would do.
Key areas covered were the technology roadmap, business development and customer sales, accounting and administration, organisational structure and key client perspective. The report was delivered in late December and a number of follow up meetings with the Board and senior executives have taken place, and it was pleasing that 8 of the 9 recommendations were endorsed by the Board.
DIVVY is in the process of launching an exciting Enterprise Platform into the market, allowing building owners to internally manage and control their parking spaces and where vacancies exist, use the DIVVY on line market place to fill them. It is a cloud based solution using smart devices for access.
The advisory role is now complete and I am sure we will all hear more about DIVVY in the coming months.
